Elmer is Mohawk and a member of the Six Nations of the Grand River First Nation. He has more than 30 years of experience working directly with First Nations on capital facilities & asset management. He joined the Ontario First Nations Technical Services Corporation (OFNTSC) in 1995, with the role of providing advisory services on First Nations Capital and Operation & Maintenance Programs.
Using standard risk assessment methodologies, Elmer is currently spearheading the development of a First Nations Climate Change Risk Assessment - Asset Management tool designed to assess the vulnerability and impacts of First Nations community infrastructure to extreme weather events. The tool also includes Asset Management processes and best practices designed to make informed decisions on improving the performance of their First Nations infrastructure.
Elmer recognizes that having effective tools, along with streamlined processes, are necessary requirements to successfully plan, build, operate, maintain and replace community infrastructure.
