PROGRAM OVERVIEW

The OFNTSC is mandated to provide professional technical advisory services to all Unaffiliated First Nations and works closely with them to help foster technical self-reliance. The services areprovided to the program support staff at Unaffiliated First Nations, includes Housing Inspection Services, support in the delivery of the Operations & Maintenance program, Minor Capital and other services as determined by the First Nations.

Infrastructure Specialists provide direct technical support as well as related training and advice to the Unaffiliated First Nations. In addition to Housing Inspections Services for new homes, they also assist with new construction for code compliance, renovation improvement requirements, Canada Mortgage and Housing Corporation (CMHC) programs, such as RRAP and Section 95.
 
The program provides advisory services in housing policy development and assistance on the development of Core Capital plans, Capital Assest Management System (CAMS), Asset Condition Reporting System (ACRS) and Environmental Screening Reports (ESR). It also provides support and advice on the First Nations National Reporting Guide (FNNRG), contract management and administration, R2000 program and EnerGuide for new houses, research and advice on new technology and methods of construction and capacity development. Infrastructure Specialists also monitor inspection and conditional assessment services. 

The OFNTSC client base consists of all 134 Ontario First Nations, including 16 Tribal Councils, six Large Nations and 18 Unaffiliated First Nations.
