CRTP: Fuel Systems Management

PROGRAM OVERVIEW

The CRTP Fuel Systems Management Program was developed to help all First Nations in Ontario, to have a better understanding on how to manage petroleum products, with a specific focus on gasoline and diesel fuel storage and handling. CRTP Fuel Systems Management training has taken place right across Ontario, in First Nation communities upon request.

Remote First Nation communities in the north rely on very large volumes of fuel for electrical power generation; fuel oil is also used to heat homes, schools and community buildings as well as power motor vehicles. CRTP visits are schedule from April till the end of October. Requests from non remote communities are then prioritized and responded to, through availability of trainers.
 
In order to reduce the number and severity of spills, the OFNTSC developed the Fuel Systems Management Circuit Rider Training Program; in 2005. The CRTP: Fuel Systems Management Program is designed to raise the level of competency of fuel handlers in First Nations. CRTP: Fuel Systems Management was developed to handle the significant amount of bulk fuel that is delivered, stored and dispensed in communities during daily operations. Training has been tailored to fit the needs of fuel handlers and the First Nations they serve.
 
CRTP: Fuel Systems Management provides on-site, hands-on training to fuel handlers. It also develops training materials and a certification model for fuel handlers. Advisory services are offered through inspection of bulk fuel tank storage facilities, home heating tank installations, site visit reporting and the development of standard designs for home heating tanks and bulk fuel facilities.
 
In addition to the above mentioned initiatives, the CRTP Bulk Fuel Program works collaboratively with OFNTSC’s Environment Unit, to facilitate the delivery of fuel management training courses in Petroleum Mechanic Helper (PMH) and Petroleum Mechanics (PM3) Certification for First Nations across the province.  CRTP:  Fuel Systems Management Program also offers training support through the delivery of fuel handling training manuals. The manuals provide advice on petroleum products, fuel handling, pumping systems, operation and maintenance, emergency response, sustainable development, storage of petroleum products, fuel releases and health and safety.
 
CRTP: Fuel Systems Management also provides assistance to First Nations with respect to program requirements and changes to regulations. It works with communities by participating in government studies and reviews while also offering government liaison services. The OFNTSC trainer not only provides vital, practical training in spill response, inventory control and maintenance but also advises communities on cost saving measures.

The OFNTSC client base consists of all 134 Ontario First Nations, including 15 Tribal Councils, six Large Nations and 22 Unaffiliated First Nations.
